Admission to all PhD programs I am affiliated with at Johns Hopkins (BME, Human Genetics, XDBio) is based on department, not individual labs. If you are interested in computational regulatory genomics, you should describe the motivation for your interest in your application and mention a few labs you feel you resonate with, but it is not necessary to email me regarding your interest before applying.
